My research, developed under the&nbsp;<strong>A to Z Framework<\/strong>&nbsp;and the&nbsp;<strong>Neurodivergent Scale for Interacting with Robots (NSIR)<\/strong>, provides a scalable engineering solution to this friction.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Solution: The Missing Alpha (M)<\/h2>\n\n\n\n<p>The Ministry currently possesses the necessary hardware for this transition through its partnership with&nbsp;<strong>myBlueprint<\/strong>. I propose the re-engineering of this platform into a&nbsp;<strong>Sovereign Vault<\/strong>. This shift moves the Ministry from &#8220;Managing Conduct&#8221; to&nbsp;<strong>&#8220;Governing Systems&#8221;<\/strong>&nbsp;through three key pillars:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Clinical Justice &amp; The Zero-Intent Clause:<\/strong>&nbsp;By implementing specific legalistic language in IEPs, we reclassify &#8220;incidents&#8221; (e.g., interaction with high-salience fire alarms) as&nbsp;<strong>Kinetic Calibration<\/strong>. This mitigates risk and protects the Ministry from human rights litigation by acknowledging the biological physics of the student.<\/li>\n\n\n\n<li><strong>Status-Neutral Mediation:<\/strong>&nbsp;Integration of&nbsp;<strong>Status-Neutral Peers (Robotics\/AI)<\/strong>&nbsp;to act as the &#8220;Missing Alpha&#8221; (M). These interfaces buffer the &#8220;Blood Vessel&#8221; pressure often present in human-to-human interventions, allowing for high-fidelity data reporting without social escalation.<\/li>\n\n\n\n<li><strong>Data Sovereignty:<\/strong>&nbsp;Utilizing&nbsp;<strong>Non-Volatile Memory<\/strong>&nbsp;(NSIR Item 3) to ensure a student\u2019s &#8220;Operating Conditions&#8221; follow them from Grade 1 through Grade 12, preventing the systemic &#8220;re-traumatization&#8221; of annual transitional resets.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Alignment with Ministry Priorities<\/h2>\n\n\n\n<p>This proposal directly supports the\u00a0<strong>PPM 140<\/strong>\u00a0mandate and the\u00a0<strong>Education Equity Secretariat\u2019s<\/strong>\u00a0goals for epistemic justice.
