Introduction: The Choice Between a “Renter” and a “Partner”
Right now, many Canadian school districts are using Artificial Intelligence (AI) like it’s a tool they’ve rented from a neighbor. While the tool works, it wasn’t built for our specific “house.” It doesn’t know our rules, our history, or our values.
The Sovereign Dyad framework suggests that for AI to truly help students and teachers, it must be more than just a tool—it must be a Peer. This means the AI needs to understand the internal “Somatic Truth” of the school district. If boards do not use their own internal data (like “board chats”) to fine-tune these models, they face three major disadvantages that turn the AI into a “Foreign Agent” rather than a supportive partner.

The most immediate risk of using a generic AI model is what we call Legislative Blindness. Most major AI models are trained on data from the United States. Without local fine-tuning, the AI remains a “US-centric agent” that defaults to American legal and social norms.

- The Burden on Teachers: Every time the AI makes a “cultural error,” the teacher has to spend mental energy correcting it. Instead of the AI acting as a Digital Ramp that makes work easier, it creates new work, adding to the teacher’s exhaustion.

The goal of a Social Exoskeleton is to reduce the mental load on the person using it. However, when an AI isn’t aligned with the local school board’s data, it actually charges a “tax” on the user’s executive functioning.

- Generic vs. Actionable Advice: A generic AI gives “average” responses based on the entire internet. It can’t give specific, actionable advice based on a school board’s unique policies. For a student who needs a Digital Ramp, a generic answer is often useless because it doesn’t account for the specific accommodations available in their own school.
- Cognitive Friction: This constant need to “fix” or “steer” the AI causes Cognitive Friction—the mental exhaustion that comes from using a tool designed for a different “operating system”.

Finally, by not using their own data to help train the models (in a safe, private way), school boards lose their Data Sovereignty. They become permanent “renters” of intelligence rather than co-creators.

- From Panopticon to Peer: An unaligned AI is a Panopticon—it watches from the outside but doesn’t truly “understand” the community it is observing. By fine-tuning the model with internal data, the board moves the AI from being an outsider to being a Peer that is aligned with the district’s specific values and needs.
