A naval base was established in Esquimalt in 1865, which caused the small village to grow and expand, then the advent of World War I brought increased activity in the shipyards. Although councillors in the newly incorporated village were pre-occupied during the war years with building a sewer system, the war was still visible with troops being trained at Work Point, and the Graving Dock saw its share of naval ships needing repair.1
