We encourage others to join in this open and democratic discussion that we as Canadians hold precious. We also thank the\u00a0<a href=\"https:\/\/onlineacademiccommunity.uvic.ca\/ccf\/open-letter-press-coverage\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/onlineacademiccommunity.uvic.ca\/ccf\/open-letter-press-coverage\/&amp;source=gmail&amp;ust=1680712209587000&amp;usg=AOvVaw1qY0RAE6isQQ7KFB2oJE1d\">many<\/a>\u00a0media outlets for their coverage of the Open Letter, their willingness\u00a0to engage in open and balanced discussion of the issues, and to address the potential danger of scapegoating individuals or communities as part of this process.<\/p>\n<p style=\"font-weight: 400\">We also express our deep consternation that a\u00a0<em>National Post<\/em>\u00a0article of March 28 engaged in smear tactics against the authors of the Open Letter in ways that we expressly warned against in our letter. The attempt to demonize individuals with personal attacks will only add to a climate of fear and perpetuate the silencing that is so dangerous to an open and democratic society. We reiterate the Open Letter\u2019s call in for a constructive, respectful dialogue and process to address the dangers of foreign interference. Find translations in the main menu under &#8220;Open Letter&#8221;.<\/span><\/p>\n<p style=\"text-align: left\"><strong>March 21, 2023<\/strong><\/p>\n<p><strong><em>An Open Letter to the Right Honorable David Johnston, Independent Special Rapporteur, <\/em><\/strong><strong><em>Government of Canada.\u00a0<\/em><\/strong><\/p>\n<p>We are deeply concerned that discussions of foreign interference and national security can quickly become toxic as we have already seen in the accusations that a respected Chinese Canadian\u00a0<a href=\"https:\/\/toronto.citynews.ca\/2023\/03\/16\/foreign-influence-registry-must-not-be-overly-broad-senator-warns-as-talks-begin\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/toronto.citynews.ca\/2023\/03\/16\/foreign-influence-registry-must-not-be-overly-broad-senator-warns-as-talks-begin\/&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw0q11lDJb7EE1OJ99uN2TiT\">senator<\/a>\u00a0and a newly elected\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/ken-sim-csis-report-first-reaction-2023-1.6781523\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/ken-sim-csis-report-first-reaction-2023-1.6781523&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw3Aq6niMFSpcGSSDpxagfrE\">mayor<\/a>\u00a0are agents of the Chinese government. Such accusations can quickly lead to gross violations of people\u2019s democratic rights and personal security.<\/p>\n<p>During the Second World War, the Canadian government uprooted and dispossessed 23,000 Japanese Canadians because some people accused them of being spies or a fifth column for Japan, accusations that history has shown to be groundless. We have also seen how similar unfounded accusations\u00a0damaged or destroyed\u00a0the lives and reputations of distinguished Canadians such as\u00a0<a href=\"https:\/\/www.thecanadianencyclopedia.ca\/en\/article\/maher-arar-case\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.thecanadianencyclopedia.ca\/en\/article\/maher-arar-case&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw0mZYAvIq-oIZRA0aahpH-Y\">Maher Arar<\/a>,\u00a0<a href=\"https:\/\/www.thestar.com\/news\/insight\/2009\/10\/11\/john_wendell_holmes_a_hunted_hero.html\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.thestar.com\/news\/insight\/2009\/10\/11\/john_wendell_holmes_a_hunted_hero.html&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw19wD3AtiLFbzKHa2l63SVt\">John Holmes<\/a>,\u00a0<a href=\"https:\/\/www.gg.ca\/en\/honours\/recipients\/146-5143\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.gg.ca\/en\/honours\/recipients\/146-5143&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw2GCzmRUmyOwP2oct1YubRU\">Paul Lin<\/a>, or\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=IEPL-dx1Fgo\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.youtube.com\/watch?v%3DIEPL-dx1Fgo&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw3Hrec1pMw8-K-MblqeZUH5\">Herbert Norman<\/a>.<\/p>\n<p>We affirm that all countries including Canada have the right to demand respect for sovereignty and non-interference in their political affairs.\u00a0We deplore any instance when nation-states, be they China, Russia, the U.S., or even Canada, contravene the principle of non-interference through election meddling, covert operations, or other inappropriate actions including the targeting of activists and their families.<\/p>\n<p>At the same time, we are deeply concerned that government initiatives\u00a0<a href=\"https:\/\/pm.gc.ca\/en\/news\/news-releases\/2023\/03\/15\/prime-minister-announces-independent-special-rapporteur-to-help-protect\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/pm.gc.ca\/en\/news\/news-releases\/2023\/03\/15\/prime-minister-announces-independent-special-rapporteur-to-help-protect&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw0Yq8T-QWL9f_uG2vtiUUZS\">announced<\/a>\u00a0to help combat foreign interference risk creating more problems than they solve.\u00a0For too many, \u201cforeign interference\u201d is simply a codeword for \u201cChinese\u201d with all the racist overtones that have been imposed on that term.<\/p>\n<p>Given Canada\u2019s own history of racism, colonialism, and the dispossession of Indigenous peoples, defining what or who is \u201cforeign\u201d may become extremely problematic. Through their family connections, economic activities, and educational journeys,\u00a0many\u00a0Canadians are linked to people and institutions around the world in multiple, complex ways. Drawing\u00a0lines\u00a0between what and who is Canadian, and\u00a0what or who is foreign can be extremely divisive.<\/p>\n<p>The initiatives\u00a0<a href=\"https:\/\/pm.gc.ca\/en\/news\/news-releases\/2023\/03\/15\/prime-minister-announces-independent-special-rapporteur-to-help-protect\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/pm.gc.ca\/en\/news\/news-releases\/2023\/03\/15\/prime-minister-announces-independent-special-rapporteur-to-help-protect&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw0Yq8T-QWL9f_uG2vtiUUZS\">announced<\/a>\u00a0to date suggest that strengthening national security agencies such as CSIS and the RCMP will help combat foreign influence. Yet these agencies have documented histories of racism towards Indigenous, Muslim, and other racialized communities, of repressing dissent, and promoting environmental racism.<\/p>\n<p>It is a real danger that this exercise will instigate further indiscriminate and unsubstantiated accusations of disloyalty, subversion, or treason. And the potential impact on international relations should not be underestimated.<\/p>\n<p>Few if any states are immune from engaging in foreign interference, including Canada and its ally the United States. The latter has engaged in at least 64 fully\u00a0<a href=\"https:\/\/www.bc.edu\/bc-web\/bcnews\/nation-world-society\/law-and-politics\/lindsey-orourke-book-award.html\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.bc.edu\/bc-web\/bcnews\/nation-world-society\/law-and-politics\/lindsey-orourke-book-award.html&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw0iYVxODSCBbhTiXe34QCRn\">documented<\/a>\u00a0attempts at covert\u00a0regime change. As the\u00a0<em>New York Times\u00a0<\/em>recently\u00a0<a href=\"https:\/\/www.nytimes.com\/2023\/03\/11\/opinion\/china-us-relationship.html\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.nytimes.com\/2023\/03\/11\/opinion\/china-us-relationship.html&amp;source=gmail&amp;ust=1679495357550000&amp;usg=AOvVaw1GwF0DIJci8fVyHBkWsa0p\">declared<\/a>, \u201cBy the standards of superpowers, China remains a homebody. Its foreign engagements, especially outside its immediate surroundings, remain primarily economic.\u201d<\/p>\n<p>These factors all point to the complexity of the current situation and the attendant global risks. But it does not mean do nothing.
